European Union & International Relations Sub-Directorate - Legal Co-Operation Office



The Legal Cooperation Office’s mission is the examination of legal and other issues of the E.U. & I.P.C.D., as well as other matters concerning the Police.


The main issues with which the Office deals, are the following:

    • Monitoring the development of European Union Law, for the purposes of fulfilling the obligations deriving for the Republic of Cyprus on Police related matters.
    • Conducting legal analysis of Regulations, Decisions, Directives of the E.U. and submitting proposals/suggestions for amendments to the national legislation, in order to harmonize the legislation of Cyprus with the E.U. Acquis.
    • Participating in the preparation and processing of Draft Laws required to harmonise domestic legislation with the Ε.U. Acquis.
    • (Note: This action is carried out in cooperation with the Ministry of Justice & Public Order which is the competent authority for promoting the Draft Laws).
    • Providing guidance to the competent Departments of the Police, for elaborating and implementing the required national measures, for the purposes of fulfilling the obligations of the Republic of Cyprus.
    • Processing Draft Bilateral Agreements (pertaining to Police Cooperation matters) between the Republic of Cyprus and other countries.
    • (Note: This action is carried out in cooperation with the Ministry of Justice & Public Order and the Ministry of Foreign Affairs as the competent authorities for promoting the Draft Bilateral Agreements).
    • Providing legal advice on issues of international police cooperation.
    • Conducting legal research on issues which fall within the competence of Police.
    • Participating in Working Groups of the Council and the Committee of the European Union.


The Office is also designated as a Contact Point of the Cyprus Police with:
    • The Ministry of Foreign Affairs, for the coordination of actions of the competent Departments of the Police, with the aim of ensuring compliance of the Republic of Cyprus with sanctions and restrictive measures of the Security Council of the United Nations and the European Union respectively.
    • The Data Protection Commissioner’s Office, for the purposes of providing guidance to Departments of the Police for the proper implementation of the legal framework for the processing of personal data.
